- Automated data collection did not accurately capture complete cost and usage information from the bills. This produced data riddled with integrity issues and hampered the team’s ability to understand resource usage and effectively set, implement, and achieve utility management and sustainability goals.

- Publicly available information about Cupertino’s sustainability initiatives lacked clarity and was not widely used.
